Add the confectioners' sugar and cinnamon. Continue to whip the cream until soft peaks form and the texture is silky. Chill until ready to use, no more than 2 hours. In a small saucepan, melt the butter over medium heat, stirring frequently until aromatic and slightly browned, about 3 minutes. Stir in the brown sugar, cinnamon, allspice, vanilla, dark rum, and hot water. Remove from the heat. Carefully divide the mixture evenly between heatproof glass mugs. Top with a dollop of whipped cream and serve at once.
