Bring to a boil over medium-high heat. Add the habanero and lime zest, turn down the heat to low, and simmer for 5 minutes. Remove from the heat and cool for 10 minutes. Strain the mixture into a fine-mesh strainer over a cup with a spout to remove the solids and set aside. Store any remaining habanero syrup in an airtight jar in the refrigerator for up to 1 week. Fill two highball glasses three-quarters full with ice. Divide the lime juice, 1 ounce of the habanero lime syrup, grapefruit juice, and tequila evenly between the two glasses. Top each with soda water and stir gently to combine. Make a 2-inch slit toward the center point of the grapefruit wheel and slide it onto the rim of each glass. Serve at once.
