Add the tea bag and turn off the heat. Steep for 10 minutes. Remove the tea bag and allow it to fully cool before using. Store any remaining honey syrup in an airtight jar in the refrigerator for up to 1 week. In a cocktail shaker, muddle the ginger to partially break it down to release the flavor. Add the blended scotch, lemon juice, 1½ ounces of chamomile honey syrup, and the bitters to the cocktail shaker. Fill halfway with ice, cover, and shake until well chilled, about 30 seconds. Add the large cubes to the rocks glasses. Strain and divide the mixture evenly between the two glasses. Pour ¼ ounce of the peated scotch over the back of a spoon into each glass, allowing the spirit to float on top of the mixed cocktail. Serve at once.
